REVISED DRAFT <br />November 15, 2002 <br />action by the Governance Committee. <br />6. Program Peer Review. The Governance Committee may submit any Program <br />activity or criteria, and the FWS' recommended flows, for peer review. Such peer <br />reviews shall be conducted pursuant to the Peer Review Guidelines (Attachment <br />D. Land <br />The Governance Committee will meet Program objectives for habitat through land <br />interest acquisition, restoration, maintenance and perpetual protection. Annual progress <br />will be dependent upon market conditions and availability of willing participants. Habitat <br />acquisition is to be on a willing seller /willing lessor basis. The land component of the <br />Program is described in greater detail in the Land Action Plan (LAP) (Attachment _). <br />The Organizational Structure document and LAC Charter (Attachment _) describe the <br />responsibilities for carrying out the land component of the Program assigned to the <br />Governance Committee, Land Advisory Committee, a Land Interest Holding Entity, <br />cooperators and contractors. <br />Acquisition of Interests in Land <br />a. Program lands will be selected using the Land Action Plan (LAP) in <br />Attachment _, subject to modification by the Governance Committee as <br />appropriate per section Ill. C.1. The initial focus will be on obtaining <br />interests in and protecting wet meadow and channel habitat between <br />Lexington and Chapman, Nebraska which are suitable for development <br />into "habitat complexes" as described in the LAP, but acquisition of non- <br />complex lands is also expected to occur to the extent permitted in the LAP <br />(Attachment ). <br />b. Acquisition may be in the form of purchase, lease, easement or <br />other arrangement, as described in the LAP. The Governance Committee, <br />with the advice of the Land Advisory Committee, [NOTE: The foregoing <br />is the original language that referred to the LAC.] shall determine the <br />type of interest in land appropriate to particular situations, subject to any <br />applicable limitations on ownership of land acquired with federal /state <br />11 0 <br />
