The signatories agree to undertake during the term of this Cooperative <br />Agreement specific research, analysis, peer review and related activities as set forth in <br />Attachment I, "Milestones for the Cooperative Agreement." <br />V. HABITAT ACTIVITIES <br />The signatories agree to undertake activities during the term of the Cooperative <br />Agreement to acquire, restore, and manage land and interests in land to provide habitat <br />as set forth in Attachment I, "Milestones for the Cooperative Agreement." Land and <br />interests in land will be acquired from willing landowners only. The intent of the <br />signatories is to focus activities to create the greatest biological benefit to the target <br />species. <br />VI. WATER CONSERVATION AND SUPPLY ACTIVITIES <br />The signatories agree during the term of the Cooperative Agreement to undertake the <br />water conservation and supply activities as set forth in Attachment I, "Milestones for <br />the Cooperative Agreement," and in Attachment II, "Water Conservation/Water Supply <br />Component." <br />• VII. NEPA COMPLIANCE <br />A. The Department of the Interior agrees immediately to initiate steps as required <br />by NEPA to undertake evaluation, with assistance from the other signatories, of the <br />Proposed Alternative and of a range of reasonable alternatives which might serve the <br />purposes of the basin -wide Program stated above in Paragraph I.D. The signatories <br />agree that the Proposed Alternative described in Attachment III to this Cooperative <br />Agreement will form the "proposed federal action" to be evaluated in the NEPA <br />process. A range of reasonable alternatives will be rigorously explored and evaluated. <br />The draft environmental impact statement should identify a preferred alternative. <br />B. Any activities to be implemented under the Cooperative Agreement requiring <br />NEPA evaluation will receive such review separately. <br />VIII. ESA COMPLIANCE <br />A. Consistent with Paragraph X.E, implementation of the following measures is to <br />serve as the reasonable and prudent alternative for impacts to the target species and <br />their habitats within the Platte River Basin downstream from the confluence of the <br />North and South Platte Rivers, for water related activities in the Platte River Basin <br />• during the term of this Cooperative Agreement. <br />k <br />
