The CWCB holds many water rights on the Roaring Fork River and its tributaries <br />to preserve the natural environment to a reasonable degree. <br />2. The Applicant has agreed to reductions in the flow rates and number of different <br />flow periods in response to requests by the CWCB, as set forth in the draft ruling of the referee <br />that is attached to this stipulation as Exhibit A. <br />3. The CWCB hereby consents to the entry of a final judgment and decree in this <br />matter, the terms and conditions of which are no less restrictive upon the Applicant than those set <br />forth in Exhibit A. <br />4. The CWCB shall remain a party to this proceeding and shall receive copies of all <br />pleadings and any final decree approved in this matter. <br />5. This stipulation shall be binding upon the parties hereto, their successors, and <br />assigns. <br />6. The Applicant will designate an agency official (or any alternate agency officials <br />or designees) in writing to the Division Engineer, who is authorized to place a call for the water <br />
