By order dated March 17, 2008, the Water <br />Referee rereferred this case to the Water Judge. <br />The Court, having made such investigations as are necessary to determine whether or not <br />the statements in this application are true, and having become fully advised with respect to the <br />subject matter of the application, does hereby make the following determinations and enters the <br />following decree: <br />1. Application. This matter involves the Application to Make Conditional Rights <br />Absolute and for a Finding of Reasonable Diligence filed by the City of Golden, a Colorado <br />municipal corporation with the following address: c/o Public Works Director, 911 Tenth Street, <br />Golden, Colorado 80401. <br />2. Jurisdiction. All notices required by law have been duly given and the District Court <br />in and for Water Division No. 1 (the "Water Court") has jurisdiction over the application and all <br />parties affected thereby, whether or not they have chosen to appear. <br />3. Objectors. Timely Statements of Opposition were filed in this matter by the City of <br />Northglenn and the City of Westminster. The Colorado Water Conservation Board ( "CWCB ") <br />filed a Motion to Intervene and a Statement of Opposition dated March 10, 2008, which was <br />
