The Program is designed to secure defined benefits for the target species and their <br />associated habitats while also providing ESA compliance for existing and new water- related <br />activiti s in the Platte River basin. The recovery program is designed to be incremental, with the <br />first defined time frame spanning 13 years after enactment. A Governance Committee, <br />compo ed of representatives of the three states, the Department of the Interior, water users, and <br />enviro ental groups implements and monitors the recovery efforts. <br />. addition to restoring flows in the river, the program would protect, restore and <br />up to 29,000 acres of habitat lands along the central Platte River, between Lincoln and <br />, Nebraska. The project intends to restore 10,000 acres in the first 13 years of the <br />pro <br />ater for this program will be provided by the three states and from a number of small <br />water oiects in the Basin. <br />1 <br />he Pathfinder Modification Project is required by a legal settlement and is the key part <br />of Wyc ming's share of water for the Platte River Recovery Implementation. The modification <br />would ncrease the existing capacity of Pathfinder Reservoir by 53,493 acre -feet to recapture <br />storage space lost to accumulated sediment. The increased capacity is accomplished by raising <br />the ele tion of the existing spillway 2.4 feet. <br />Although the State of Wyoming supports the Pathfinder Dam Modification Project, <br />concerns regarding the Pathfinder Modification have been raised by several upstream irrigators. <br />Specifi ally, the irrigators are concerned that their historical diversion practices will be impacted <br />by dam improvements to increase capacity. <br />he total cost of implementing the First Increment of the Recovery Implementation <br />Progr (Title I) is $317,000,000 million. H.R. 1462 requires a 50% State and local cost - share. <br />Approp 'ations authorized in H.R. 1462 are $157,140,000. <br />Federal funds are requested for Title II, Pathfinder Reservoir Modifications. <br />Panel I <br />(Tentati ely) Jason Peltier, Principal Deputy Assistant Secretary for Water and Science, <br />Washin on, DC.
