C-00M.', <br />SPWRAP <br />To: Members of SPWRAP <br />Through: SPWRAP Board of Directors <br />From: Alan Berryman, Vice President <br />Deb Freeman, Esq., Special Counsel, SPWRAP <br />Date: January 17, 2008 <br />Re: 2008 Policy Directive and Operating Report <br />The Platte River Recovery Implementation Program is a cooperative basin -wide <br />partnership among the U.S. Department of the Interior and the States of Colorado, <br />Nebraska and Wyoming to address habitat needs of endangered species in the Central and <br />Lower Platte River basin. Implementation of the Program is designed to benefit the <br />Platte River endangered species and at the same time enable water use activities in each <br />of the states to continue in compliance with the requirements of the Endangered Species <br />Act (ESA). Further information on the Platte Program is available at <br />www.platteriver.org. <br />Colorado water users formed a separate non -profit corporation known as SPWRAP for <br />purposes of representing Colorado water users' interests in the Platte process and <br />partnering with the State of Colorado to help implement its responsibilities under the <br />Platte Program (see schematic below). Membership in SPWRAP is the exclusive means <br />by which individual Colorado water users may rely on the Program to secure ESA <br />compliance covering the depletive effects of their water use activities on the Platte River <br />endangered species.
