M <br />South Platte Water Related Activities Program, Inc. <br />220 Water Avenue, Berthoud, Colorado, 80513 SPWRAP <br />Annual Meeting <br />October 25, 2007 <br />Minutes of the Interim Board of Directors <br />1. Call to Order <br />Vice - President Lisa Darling called the SPWRAP Annual Meeting at the Radisson Conference <br />Center to order. Introductions were made. There was a quorum of Directors. <br />2. There were no additions or changes to the agenda. The agenda was approved. <br />Alan Berryman provided a summary of the activities over the past year. The Platte River <br />Recovery Implementation Program ( PRRIP) was implemented in January 2007. The PRRIP <br />budget for 2007 was over $2.4 million and is on track with tasks. Work has been done to start <br />adaptive management, to develop a centralized and integrated database management system, to <br />monitor the whooping cranes, and to perform a stage study of the Lower Platte River, a study of <br />the North Platte channel capacity, and a water management study to analyze the routing and <br />timing of pulses from McConaughy. <br />Dr. Jerry Kenny is the executive director for the Platte River Recovery Implementation Program, <br />replacing Dale Strickland. Dr. Kenny has set up an office in Kearney, Nebraska. <br />Authorizing legislation for federal Program funding was passed by the House of Representatives <br />on October 23 and now awaits action by the Senate. A bill nearly identical to the House bill was <br />introduced in the Senate and is with the Water & Power Subcommittee of the Energy and Natural <br />Resources Committee. Ken Salazar (CO) and John Barrasso (WY) are subcommittee members. <br />SPWRAP paid $24,000 to Alan Freemyer to assist in lobbying Congress to pass the federal <br />authorizing legislation. <br />Alan Berryman and Deb Freeman provided a summary of SPWRAP activities over the past year. <br />SPWRAP represents Colorado water users' interests in the Program. SPWRAP is represented on <br />the Governance Committee and advisory committees. During the last year, SPWRAP continued <br />to educate Coloradoans about the PRRIP and SPWRAP and has become a clearinghouse of <br />information. SPWRAP also simplified membership and created some sub - classes for small users. <br />The USFWS no longer requires a signed recovery agreement to demonstrate compliance. <br />SPWRAP has been working to clarify its relationship with the State and has a MOA in place with <br />the Department of Natural Resources. SPWRAP has partnered with Ducks Unlimited on a <br />NAWCA grant proposal. <br />4. Dennis Harmon presented the SPWRAP current year financial report and described the 2008 <br />budget. The report and budget were approved by the SPWRAP members. The Interim Board's <br />recommendation to maintain the assessment a $0.30 per unit for 2008 was ratified by the <br />SPWRAP members. Assessments for 2008 SPWRAP membership are due on January 31, 2008. <br />5. SPWRAP will be undertaking several tasks in 2008 including projects to meet Colorado's water <br />obligation, assisting the Department of Wildlife in funding a full time employee, developing an <br />operating plan, meeting all reporting obligations, hiring an SPWRAP executive director, <br />clarifying director potential liability, and enacting lease agreements. <br />Page 1 of 2 <br />
