Feasibility Study <br />Twenty Two Road Lateral <br />Ditch Replacement Project <br />Introduction <br />The Twenty Two Road Lateral Company operates and maintains the 22 Road Lateral that <br />provides irrigation water to its users. The lateral obtains its irrigation water from Head Gate 377 <br />on the main line of the Grand Valley Irrigation Company's canal system. The lateral consists of <br />a section of buried pipe that connects the Head Gate to the open concrete panel lined ditches, <br />pipe is used at road crossings and on a sub lateral, and there is an unlined dirt ditch along H <br />Road. This system was constructed in 1973, when it replaced an older dirt ditch system that <br />frequently had flooding problems. The lateral is showing it's age. Numerous costly repairs have <br />to be made every year. Several significant washouts have taken place due to leakage through <br />gaps and cracks that have developed in the side and bottom panels over time. Flooding has <br />occurred many times due to trash blowing into the open ditch and blocking flow where grates <br />protect pipe entrances. Some users experience difficulty getting water when they need it. The <br />Twenty Two Road Lateral Company wants to replace the open ditch lateral with a system of <br />buried pipe to be designed by the Natural Resources Conservation Service (NRCS). <br />Project Sponsor <br />The Twenty Two Road Lateral Company is a nonprofit corporation registered in the State <br />of Colorado on December 1, 2010. This Lateral has existed as an association of irrigators since <br />well before 1972. The main line of the Grand Valley Irrigation Company has been in existence <br />since 1882. The irrigators on 22 Road have a long history of maintaining this Lateral and they <br />have paid assessments in order to raise funds needed to make repairs. There are 32 current users <br />on the Lateral that are listed on the Grand Valley Irrigation Company's Head Gate 377 report. <br />The Twenty Two Road Lateral Company has the power to set annual assessments to be paid by <br />the lateral's users, to cut off water delivery to users that fail to pay their assessments, offer shares <br />in the Lateral Company, and other powers granted to such companies. The Twenty Two Road <br />Lateral Company's Articles of Incorporation and Bylaws are included in Appendix A. <br />Project Service Area <br />The Twenty Two Road Lateral Company distributes irrigation water to a 251.4 acre <br />service area located in Mesa County and in the City of Grand Junction. The Lateral begins at <br />Head Gate 377 on the Main Line of the Grand Valley Irrigation Company, located on the east <br />side of Twenty Two Road between J and I1 /2 Roads, and extends south along Twenty Two road <br />for approximately 2 miles to where tail water enters Persigo Wash. In addition there are lateral <br />extensions to users along H road. Irrigation water is used for irrigating pastures, growing animal <br />feed, watering landscapes and gardens around homes and businesses. A map of the Twenty Two <br />Road Lateral is shown on page 7. Pictures taken of the existing Lateral are presented on page 8. <br />
