At a roundtable discussion held in Portland in 1997, in connection with a Council <br />;, Committee members discussed their respective state efforts regarding quality /quantity <br />ion. The proceedings of the discussion were later summarized and provided to attendees <br />and EPh staff. <br />During he September 30- October 1, 1997 WGA Western Water Policy Meeting in Jackson, <br />Wyom' rig, EPA representatives expressed interest in exploring the potential for developing a <br />process to resolve quality /quantity conflicts. <br />1998: The Council will work together with the WGA to convene a forum with the EPA and <br />other st ikeholders, to jointly develop solutions to, and/or processes to handle, conflicts dealing <br />with w ter quality and water quantity. This forum would include western state water quality <br />directoi s and water resources directors /state engineers, as well as water user groups, state fish <br />and wil life agencies, environmental groups, and local governments. <br />workdays: 14 <br />Time fame: January - May <br />Work I o date: The Council has approved position statements on SDWA matters in the past. In <br />1994, a 1 updated position was approved and distributed by the Council. The Committee was <br />involve in discussions on a number of SDWA issues, including the impact of the SDWA on <br />small v ater suppliers and the use of adequate health - effects data on which to base drinking water <br />standar s. In 1996, the SDWA was reauthorized, incorporating many of the suggestions for <br />resolvi g the Committee's concerns under the prior SDWA, The 1996 SDWA also includes new <br />provisi ns relating to source water protection, standard setting, and a state revolving loan fund <br />for dri ' g water infrastructure. <br />1998: a Committee will receive reports on developments in source water assessment and <br />protect' n programs, regulatory development and the new state revolving fund for drinking <br />water. a Committee will participate in the development of the water conservation guidelines fu <br />require by the Act, through the membership of North Dakota member Fritz Schwindt in a task <br />force i tiated by EPA, and respond as appropriate. <br />work days: 3 <br />Time ftame: ongoing <br />: Fritz Schwindt, Steve Pirner. <br />4 <br />
