likewise, will integrate the CSU Cooperative <br />Extension services into the IBCC facilitation <br />process. Most importantly, DNR assists with the <br />communications and dissemination of informa- <br />tion of the Roundtables and IBCC by maintaining <br />a database of memberships, maintaining an Inter - <br />basin Compact Process website, and distributing <br />notices, agendas, and minutes. <br />As early spring waxes toward summer, the agen- <br />das of the Roundtables will encompass important <br />information - gathering and decision - making. Ev- <br />ery Roundtable will benefit from the presentation <br />of the CSU Water White Paper and Values Study. <br />This presentation will assist the Roundtables in <br />conducting an interest assessment, in which they <br />will define and articulate their underlying beliefs <br />and values about water. An in -depth examination <br />of SWSI information will assist the members in <br />outlining the water challenges faced by each ba- <br />sin and then prioritizing the challenges in order to <br />guide an analysis of possible alternatives. During <br />the summer and fall of 2006, SWSI will present <br />findings of its Phase II study and, with the help <br />of staff from the Colorado Water Conservation <br />Board (CWCB), the Roundtables will analyze al- <br />ternatives in order to refine recommendations that <br />will be made to IBCC on projects and processes. <br />The hopes that are embraced by the "Colorado <br />Water for the 21 st Century Act" are on a fast- <br />12 <br />track, given the dedication of Russell George, <br />the Department of Natural Resources, and the <br />individual members of each of the nine basin <br />Roundtables. Every member visualizes a future <br />different from the present. Instead of a continu- <br />ation of past trends, which have splintered our <br />state and exhausted our resources with lengthy <br />legal battles, each member and each Round- <br />table is dedicated to transitional change through <br />a disciplined and structured decision process. <br />All are working toward an agreement that will <br />function in behalf of the entire state. As Rus- <br />sell George wrote in a comparison of the work <br />done by Delph Carpenter in negotiating the <br />Colorado River Compact, "HB 1177 has set up a <br />process ... that will require leadership to expand <br />traditional thought process beyond parochial <br />squabbles and demands. Consensus building, as <br />well as patience will be required to accomplish <br />a comprehensive solution to water needs across <br />the state [so that] all of the citizens of Colorado <br />will be serviced." Participation includes weekly workshops, seminars, field <br />excursions, and discussion on water research topics. Students will present results at the end of program symposium. <br />REU students will receive stipend of $3,000 for participation.
