Interest rates range from 2.75% for <br />agricultural borrowers to 4.75% for municipal high income borrowers. The <br />application deadline, including a project feasibility study is August 31, 2002 for <br />money that will be available in June 2003. For further information regarding <br />specific flood control projects contact Tom Browning of the Flood Protection <br />Section at (303) 866 -4804 or for loan application information contact John Van <br />Sciver at (303) 866 -3449. <br />Greeley's Storm Water Utility Program <br />Greeley's Public Works Department recently received approval from <br />the City Council to establish a storm water utility program to fund storm water <br />needs following ten years of formal requests. With the mounting list of <br />drainage projects, the upcoming NPDES requirements, the need to be <br />proactive on the Cache La Poudre and flood corridor issues, the City Council <br />felt it was time to implement the drainage utility without asking citizens to <br />vote. <br />Public Works is in the process of establishing a separate Storm Water <br />Division within Public Works. The goal for establishing the utility billing system is <br />June 2002, with the first storm water fees to customers in July 2002. Revenue is <br />anticipated at nearly $3.5 million per year initially. These funds will be used for <br />NDPES program compliance, capital projects, maintenance programs, river <br />corridor planning /implementation and development review /coordination. <br />A base fee, for a typical single family residence of approximately $4 <br />per month is being discussed. Other land uses will pay proportionally to the <br />amount of runoff from their property, compared to a typical single family <br />residence.
