CASFM is a 500 - member <br />organization of engineers and other <br />professionals representing <br />governmental agencies and private <br />practitioners in floodplain and storm <br />water management. <br />Stuart is the Regional Hydraulics <br />Engineer with he Colorado Department <br />of Transportation in Grand Junction. His <br />responsibilities include hydrologic and <br />hydraulic analysis and designing storm <br />water facilities, culverts, and bridges <br />throughout his region, which covers <br />approximately one -third of the state. A <br />CASFM member since 1993, Stuart is <br />the first western slope chairman in <br />CASFM's thirteen year history. <br />CASFM is currently promoting <br />the National Association of State <br />Floodplain Managers (ASFPM) Certified <br />Floodplain Managers (CFM) program. <br />The program is administered by ASFPM, <br />but Stuart believes it is likely that <br />Colorado will eventually have its own <br />program. <br />Colorado may eventually <br />legislatively require floodplain <br />managers to be certified. If that <br />occurs, having the CWCB manage <br />the Colorado CFM program may be <br />necessary. There is currently no <br />standard in Colorado for being a <br />floodplain manager. Certification will <br />help ensure that a minimum level of <br />knowledge of the necessary subject <br />matter. <br />In addition to the CFM <br />program, CASFM provides <br />educational and networking <br />13th CASFM Conference <br />"2002: Riding the Storm Out" <br />The Colorado Association of <br />Stormwater and Floodplain Mangers <br />(CASFM) is requesting abstracts or top- <br />ics for presentations for their annual <br />conference. Suggested topics in- <br />clude: technological advances in <br />floodplain stormwater management. <br />water quality enhancement, stream/ <br />riparian zone stabilization, watershed <br />protection, management and plan- <br />Opportunities. Every <br />year a three -day <br />conference is held with }1 <br />numerous technical <br />sessions ranging from <br />community involvement, <br />to floodplain <br />management, to water quality issues. <br />Over 150 stormwater and floodplain <br />professionals attended the meeting last <br />year, and attendance is growing. <br />In addition to the annual <br />conference, CASFM helps sponsor <br />floodplain, water quality, and other <br />water - related workshops, usually <br />presented by association members <br />from the CWCB, FEMA, UDFCD, and <br />others. CASFM also has recently <br />become a member of the Colorado <br />Municipal League and is working with <br />that organization to increase <br />awareness of storm water and <br />floodplain issues in municipalities <br />around the state.
