Flood Watch Website
The CWCB maintains a Flood
Watch Website that provides
links to information about:
floods, weather, emergency
numbers, road conditions. Visit
The National Weather
Service has redes-
igned its web site to
provide easier access
to products and infor-
mation. In April 2002 they will
deploy a set of watch, warning,
and advisory graphics as well as
a forecast tool searchable by
city, state or zip code.
CASFM Chair
Stuart Gardner
Stuart Gardner is the Chairman
of the Colorado Association of Storm
Water & Floodplain Managers
(CASFM). CASFM is a 500 - member
organization of engineers and other
professionals representing
governmental agencies and private
practitioners in floodplain and storm
water management.
Stuart is the Regional Hydraulics
Engineer with he Colorado Department
of Transportation in Grand Junction. His
responsibilities include hydrologic and
hydraulic analysis and designing storm
water facilities, culverts, and bridges
throughout his region, which covers
approximately one -third of the state. A
CASFM member since 1993, Stuart is
the first western slope chairman in
CASFM's thirteen year history.
CASFM is currently promoting
the National Association of State
Floodplain Managers (ASFPM) Certified
Floodplain Managers (CFM) program.
The program is administered by ASFPM,
but Stuart believes it is likely that
Colorado will eventually have its own
program.
Colorado may eventually
legislatively require floodplain
managers to be certified. If that
occurs, having the CWCB manage
the Colorado CFM program may be
necessary. There is currently no
standard in Colorado for being a
floodplain manager. Certification will
help ensure that a minimum level of
knowledge of the necessary subject
matter.
In addition to the CFM
program, CASFM provides
educational and networking
13th CASFM Conference
"2002: Riding the Storm Out"
The Colorado Association of
Stormwater and Floodplain Mangers
(CASFM) is requesting abstracts or top-
ics for presentations for their annual
conference. Suggested topics in-
clude: technological advances in
floodplain stormwater management.
water quality enhancement, stream/
riparian zone stabilization, watershed
protection, management and plan-
Opportunities. Every
year a three -day
conference is held with }1
numerous technical
sessions ranging from
community involvement,
to floodplain
management, to water quality issues.
Over 150 stormwater and floodplain
professionals attended the meeting last
year, and attendance is growing.
In addition to the annual
conference, CASFM helps sponsor
floodplain, water quality, and other
water - related workshops, usually
presented by association members
from the CWCB, FEMA, UDFCD, and
others. CASFM also has recently
become a member of the Colorado
Municipal League and is working with
that organization to increase
awareness of storm water and
floodplain issues in municipalities
around the state. You can find out
more about CASFM at their website
www.casfm.org. Stuart can be
reached at (970) 248 -7222.
3.5 inches of rain in two hours created flooding in
an electrical outage for 2,300 residents and an
estimated $600,000 in property damages in
Greeley.
ning, failures: what went wrong and
why, innovative techniques, and leg-
islative dilemmas.
Final abstracts are due July 26.
