Montana <br />Harley R. Harris joined the Helena law firm of Luxan & Murfitt, PLLP, as an associate, after <br />serving Montana as an Assistant Attorney General since 1989. Harley represented the State of <br />Montana as an alternate WSWC member since 1991. He was involved in litigating or negotiating <br />a number of cases on complex issues of constitutional, environmental, natural resource, Indian and <br />water law, and federal -court jurisdiction.We wish him the best.21 Gary Ingman accepted a position <br />with Land & Water Consulting, Inc. in Helena. He is a senior biologist and watershed scientist in <br />the company's new Helena office. His new job entails a variety of projects focusing on water quality <br />monitoring, watershed assessment, restoration and planning. We wish them well and want to thank <br />them for their hard work and contributions to the Council." <br />Nevada <br />Nevada Governor Kenny Guinn named Allen Biaggi, Administrator of the Division of <br />Environmental Protection, as a WSWC member replacing Pete Morros, who retired from state <br />service last year.23 The Governor noted, "I believe Mr. Biaggi will be an asset to the Council <br />because of his background and experience in the many water quality issues that face not only <br />Nevada, but also the other Western States. "24 He also named as new alternate members Hugh Ricci, <br />State Engineer, and Jim Davenport, Chief, Water Division, Colorado River Commission of Nevada, <br />replacing Richard Bunker, the Commission's Chair." <br />North Dakota <br />Governor John Hoeven named Dale Frink as North Dakota's new State Engineer. He was the <br />Assistant State Engineer and Director of the State Water Commission's Water Development <br />Division.
