o The concern or complaint is presented in writing, together with any <br />necessary supporting evidence, and is presented to each member of the <br />Operating Committee and the officer's counterpart from the other State, at <br />least one week prior to the meeting in which the Committee is to consider <br />the matter <br />• Without limiting the actions that may be appropriate, the Operations Committee <br />may take any of the following actions in response to the receipt of a written <br />concern or complaint: <br />o Recommend to the Administration that the matter be referred to another <br />Committee; <br />o Direct that further research or resolution efforts be conducted by either or <br />both of the officers; <br />o Call a special meeting of the Operations Committee to consider the matter <br />or defer consideration to the next scheduled meeting; <br />o Make a decision on the matter based on the Committee's interpretation of <br />the Arkansas River Compact and the Administration's directives; <br />o Issue directives to the Operations Secretary and the Assistant Operations <br />Secretary in accord with the Committee's decisions or recommend that the <br />Administration do so or that it conduct an investigation under Article VIII <br />H. of the Compact; <br />o Develop such amendments to previous resolutions of the Administration, <br />as the Committee deems necessary or appropriate to clarify or revise such <br />resolutions and recommend the approval of same by the Administration, <br />subject to the approval of the District Engineer in charge of the Project; <br />o Draft any new resolutions needed to address new issues or improve <br />interstate administration procedures consistent with the Compact and <br />recommend approval of the same by the Administration, subject to the <br />approval of the District Engineer in charge of the Project; or <br />o Refer any disputed matter to the Administration with a recommendation to <br />submit the matter to arbitration pursuant to Article VIII D of the Compact. <br />Finally, there are two matters of policy that the Operations Committee should be aware of <br />that pose impediments to the resolution of a number of issues. <br />M <br />
