Abriendo Ave, Ste B <br />Pueulo, CO 81006 <br />RE: 2002 Transit Losses <br />Dear Steve: <br />Ln your Compact Year (CY) 2002 Operations Secretary Report you indicatedthat transfers of <br />water due to delivery deficits were not made for several reasons, including no determination on the <br />amount of transit losses that occurred and uncertainty as to the account the delivery deficit should <br />be replaced. The purpose of this letter is to quantify the transit losses incurred during deliveries of <br />Kansas Section II releases and reaffirm the Kansas position on the Water Issues Matrix that the <br />delivery deficit should be restored to the Kansas Section II account as agreed to in our talks last year. <br />Attached are tables detailing releases made from the Kansas Section II account in CY2002. On <br />these tables, the Section II and Transit Loss account releases, stateline flow, Kansas release measured <br />at the stateline and the delivery deficit are detailed. The delivery deficit is the difference between <br />the amount of water released from the account and the actual amount measured at the stateline. <br />For purposes of consistency in referring to different water deliveries, Kansas called for four <br />releases from John Martin Reservoir (JMR) involving either Offset or Kansas Section II: <br />First Kansas Run: Offset water release from April 10th to April 19'. <br />Second Kansas Run: Section II release from May 1St to May 6th. <br />Third Kansas Run: Section II release from June 17th to July 1St <br />Fourth Kansas Run: Offset water release from July 1st to July 4th. <br />This letter deals only with the delivery deficits associated with the Kansas Section II account releases <br />which occurred during CY 2002. <br />Equal Opportunity in Employment and Services <br />
