Under the general direction of the Administration, the Opera- <br />tions Committee, set up under Article V of the By -Laws of the Ad- <br />ministratioff, shall have suilervision over these Rules and Regulations <br />governing the storage and release of water from the conservation pool <br />Of the John Martin Reservoir and over such outer Arkansas River <br />Interstate administration and operation between the States of Colorado <br />and Kansas as come %vilhill the purview of the Compact. <br />2. The Administration hereby delegntes to the Secretary of the Ad- <br />ministration, acting under the direct supervlsion or Life Operations <br />Committee, the following duties and functions: <br />(a) (1) To receive calls from an authorized representative of <br />the water users in Colorado and In Kansas for releases and <br />reduction in releases of water in storage in lho c lservatiolf <br />pool of John Alai-tin Reservoir and of river flow through such <br />reservoir, under the provisions of the Compact; (2) to as- <br />eertain front day to day and from time to Little life iota <br />quantities of water available and required to fulfill such <br />calls; (3) to request the Reservoir Manager Cf John Martin <br />Dam and Reservoir of the Corps of Enginccrs to malce re- <br />leases and reduction hf releases of quantities of water re- <br />quired. to meet such calls; and (4) to asccrtilill from tinle <br />to time, as necessary, between the first day of April and <br />the 31st day of October of each year, the water availahle <br />at the Colorado- Kansas Statrlinc for use in K;ufsas in orclCr <br />to effectuate the aPportionnlent of water to Kansas as pro- <br />vided by the Compact.
