Rules and Regulations of. <br />ARKANSAS RIVER COMPACT <br />ADMINISTRATION <br />Eff eef ive April 15, 1950 <br />Explanatory Stntement <br />The Arkansas River Compact Is heroin reforred to as the "Com- <br />pact", and the Arkansas Ilivor Compact Administration Is herein re- <br />ferred to as tlne "Administration ". <br />Undcr the Compact, authority and responsibilities for the opera- <br />tion and maintenance of John Martin Da.m and Reservoir, for the re- <br />lease of water therefrom, for the Interstate operation of the Arkansas <br />River hctween Colorado and Kansas and for the intrastate distribution <br />of water of that river, are divided among Lhesc. Federal and State <br />tgoncics, viz: the Corps of Engliieers, United States Army, the Ad- <br />ministratiou nn(I the Chief Offlcini In each of the States of Colorado <br />and ICamsas charged with the admhtistration of water tights. <br />The aut.horlty and responsibilities of each of these agencies and <br />officials are recogni•rod to hr as follows: <br />Corps of Enginoerp, United Stales Army. <br />1. The Corps of Engineers Is authorized to operate and maintain <br />the John Afartin Dame and Reservoir for flood control and conscrva- <br />lion Purposos: Provided, that the CnnserVatlon {tool In such prnJect <br />shall he operated in a manner conforming with the Arkansas River <br />Compact. <br />2. Under the provisions of the Compact, the maintenance of John <br />Martin Dam and appurtenant worics may nt lines roquire the Corps <br />of Lngincet•s to release water theft hnpnunded in Lie conservation <br />pool• or to prohibit the stornge of water therein, until such mainle- <br />m nce woric Is completed mod that flood control operations may also <br />involve temporary utilization of conservation storage. <br />The Arkansas ]fiver Compact Adutlnistration <br />1.
