Due to scheduling conflicts with the recent trial segment of Kansas v. Colorado, the December <br />2002 annual meeting was held by conference tali and the Compact administration resolved to <br />postpone the Arkansas River Compact Administration meeting until May 22 -23, 2003. <br />Kansas placed no calls for water from the Section H or Offset accounts during this compact year <br />citing unfavorable delivery conditions due to continued low flows at the stateline. <br />Various releases and transfers from Colorado Section III accounts were made during the compact <br />year and are summarized in Section 2 - Tables HI, IV and V. Additionally, Tables VI through <br />Table XI summarize the monthly transactions in several accounts. <br />The compact year closed on October 31, 2003 with an ending balance for all accounts in John <br />Martin Reservoir totaling, 19,250 acre -feet. See Section 2 — Table XII. <br />Section 3 of this report contains the daily accounting for the compact year. <br />Section 4 contains information never before included in any previous Report of the Operations <br />Secretary, which documents operations related to efforts to bypass inflows as required by Section <br />II C (1) of the 1980 Operating Plan. This information is included at the request and with the <br />assistance of the Assistant Operations Secretary. The data may be useful to suggest improved <br />reservoir control practices such as developing guidelines to be used to justify regulating the gates <br />of John Martin Reservoir at unusual times. <br />Respectfully Submitted, <br />Steven J.
