Brenn, Garden City <br />Randy Hayzlett, Lakin <br />The purposes of this letter report is to provide you with an accounting summary of the operation <br />of John Martin Reservoir for the 2002 -2003 compact year, which is incorporated and made a part <br />hereof <br />Summary of Operations <br />November 1, 2002 to October 31, 2003 <br />The 2003 compact year started under continued drought conditions in the Arkansas River basin <br />with a balance for all accounts totaling 21,396 acre -feet. Figure 1 illustrates that, although there <br />was some relief from the severity of the drought, in comparison of the 113 years of stream flow <br />record on the Arkansas River at Canon City, Colorado the 2003 stream flow total of just over <br />323,000 acre -feet still falls well below average. <br />In accordance with the 1980 Operating Plan, the 2003 compact year began at 00:00 hours on <br />November 1, 2002 with a period of "winter storage" in which all inflow into John Martin <br />Reservoir accrued to conservation storage. <br />During the period of winter storage from November lst to April 13th, 13,364 acre -feet was stored <br />and subsequently distributed in accordance with Section II A and II D of the 1980 Operating Plan. <br />Distribution began on April 7, 2003 at 08:00 in accordance with Section II A in the absence of a <br />prior call for water from a Colorado ditch and continued at the prescribed rates until exhausted on <br />April 13, 2003. <br />
