• <br />r_I <br />LJ <br />.- rofess Anal capabilities <br />Julie 171ier, PE, Water Quality <br />Julie Vlier has extensive knowledge in Colorado water rights administration, water quality, <br />and municipal utilities. Ms. Vlier has worked with numerous clients in the areas of water <br />resources planning, water supply development, water reuse, utility planning, source water <br />protection, total maximum daily load (TMDL) development and implementation, watershed <br />management planning, and water quality monitoring. Ms. Vlier recently completed her <br />second term on the Colorado Water Quality Control Commission, serving as Chair of the <br />nine- member board that promulgates water quality standards and classifications to protect <br />beneficial uses of state waters. <br />Ed Harvey, Rates a)rd Fijzancincg <br />Ed Harvey joined BBC Research & Consulting in 1973, founded its resource economics <br />practice and served as a Managing Director from 1989 to 2002, when he formed Harvey <br />Economics. He has devoted the bulk of his career to water, mineral, energy and <br />environmental resource studies and community change in the Western U.S. During his 29- <br />year career, Mr. Harvey has worked for public and private clients conducting economic <br />studies of dams, diversions, rehabilitation projects, conveyances, hydroelectric projects, <br />groundwater and non - structural water resource issues, such as conservation, and water <br />rate modification. He has completed analyses of water demand, economic ramifications <br />of drought, water values and markets, quantification of economic benefits and costs of <br />development, ability to pay studies, and financial feasibility of water resource initiatives. <br />Mr. Harvey has directed more than 100 assignments related to socioeconomic baseline <br />studies, impact analyses or mitigation strategies. He also has considerable expert <br />testimony experience. <br />Doug Jeavons, Resource Fcono»7ics <br />Doug Jeavons joined BBC Research & Consulting in 1992 as an Associate and became a <br />Director of the firm in 1996. His career emphasis includes natural resource and <br />environmental economics, regional economic modeling and assessment and econometric <br />analysis. <br />18 <br />
