CON Ept, Colorado Water <br />Conservation Board <br />2000-2001 Rod Kuharich, Director <br />o Dan McAuliffe, Deputy Director <br />Basin Planning Meetings <br />• �' 1911 ' � f www.cwcbstate.co.us <br />The Colorado Water Conservation Board (CWCB) is <br />responsible for conserving, developing, protecting and <br />managing Colorado's water for present and future <br />generations. The CWCB is not a typical government <br />agency; it does not regulate water nor control it. <br />Instead, the CWCB supports local and regional <br />drought and water supply planning by providing <br />financial and technical assistance to communities <br />Basin Planning Meetings — Overview <br />The Basin Planning Meetings involved <br />17 meetings held at a variety of locations <br />in all eight of the state's river basins <br />from August 2000 to January 2001. The <br />eight river basins in Colorado include the <br />Arkansas Basin, Colorado Mainstem <br />Basin, Gunnison Basin, North Platte <br />Basin, Rio Grande, San Juan- Dolores- <br />San Miguel Basin, South Platte Basin <br />and the Yampa -White Basin. Citizens, <br />county and municipal governments, ditch <br />and water companies, conservation and <br />conservancy districts, federal and state <br />agencies, watershed organizations and <br />consultants attended the meetings. <br />The Basin Planning Meetings provided <br />an effective forum for the CWCB's <br />continuing public education and outreach <br />programs, and provided the citizens and <br />water community a means to provide <br />E B's Mission is to erve, Develop, ct and Manage ado's Water <br />feedback to the CWCB regarding their <br />planning process, programs and projects. <br />The minutes for each of these meetings and <br />a detailed fact sheet for each river basin <br />may be found on the CWCB web site at <br />www. cwcb. state. co. us. <br />The purpose of the Basin Planning <br />Meetings helped: <br />• Communities to become more familiar <br />with the CWCB and its programs. <br />• Communities to explain to the CWCB <br />their water planning issues, processes, <br />programs and projects. <br />• Communities to identify water projects it <br />needs the CWCB's help to implement. <br />• Identify long-term water planning <br />assistance the communities may need <br />from the CWCB. <br />Facilitation of Water Issues and Conflicts <br />One of the most important roles that the <br />CWCB Board and staff fulfill relates to <br />the facilitation and resolution of water <br />conflicts. The water conflicts that were <br />identified repeatedly during the various <br />Basin Planning Meetings included: <br />• East Slope versus West Slope issues. <br />Protection of the state's Colorado <br />River allocation including its <br />appropriate use within the state and <br />negotiations with other states, counties <br />and federal interests. <br />Protection of agricultural uses and <br />water supply. <br />Inside this issue: <br />Basin Planning I <br />Meetings — Overview <br />Facilitation of Water- I <br />Issues and Conflicts <br />Meeting Findings <br />Policy Issues <br />Project Highlights <br />About the CWCB <br />List of Participants <br />
