411gCINS�A Colorado Water <br />4�t Conservation Board <br />`� !x Colorado M ai n ste m Rod Kuharich, Director <br />oc Dan McAuliffe, Deputy Director <br />Basin Planning Meetings <br />www.cwcb.state.co.us <br />Policy and Planning Needs Identified by Participants <br />• Oppose changing the board membership to reflect population rather than by water basin <br />• Continue having meetings in Summit County because of high level of interest in water issues <br />• Request to support independent ski areas for snowmaking facilities <br />• Attendees offered assistance in informing small companies about future meetings <br />• Continue involvement in river restoration projects around the state <br />• Provide drought planning coordination for small communities <br />• Discussion about the role of the Office of Water Conservation — should focus be on education, <br />demonstration grants or other areas to best promote and support conservation planning? <br />• Concerns over rural groundwater use for front range water supply <br />• Discussion of recreational uses of water in the lower portion of the Colorado Mainstem and the <br />need for recreation and other nontraditional uses be incorporated into multipurpose projects <br />Identified Technical Assistance Needs <br />• Continue to update the Colorado Decision Support System (CDSS) <br />• Develop a data management system for the CDSS <br />• Provide grant money and education to small irrigation companies <br />• Enhance outreach efforts to inform smaller companies about loan availability and business <br />planning assistance <br />• Conduct a small ditch and laterals study to determine which companies need help with <br />maintenance and repairs <br />• Provide technical support, such as Decision Support Systems, in controversies between the East <br />Slope and West Slope (e.g., Union Park) <br />• Reinstate small grants program for conservation projects targeting small irrigation districts and <br />communities <br />• Coordinate and develop statewide drought plan <br />• Conduct workshops to provide technical support in promoting floodplain management and <br />providing information about available programs and resources <br />• Use Green Mountain Reservoir User Group as a model for multipurpose planning <br />• Continue to provide assistance with federal reserved rights — Dinosaur National Park has reserved <br />rights to dig dinosaur bones; Rocky Mountain National Park (RMNP) has reserved rights in <br />Division 1 on East Slope and Division 5 for the rest of the park for campground and visitor's <br />center; Grand River Ditch is senior to RMNP because it is older; Colorado-Big Thompson Project <br />is protected, the tunnel is not a park, but runs through the park <br />Identified Potential Water Projects <br />• Mesa County area storm water projects feasibility study and subsequent storm water projects <br />
