Task 3: Develop Susceptibility Analysis Protocols <br />In this task the Contractor's project team will work with the WQCD to refine the susceptibility protocols presented • <br />in the WQCD's SWAP Program Plan, as needed, and will develop specific criteria for implementing these protocols. <br />Our methods for generating the draft and final versions for these factors are presented in the steps below. <br />Note: Subtasks 3.1, 3.2, and 3.3 are Pre -PDR tasks which have been completed by EnecoTech and accepted by <br />WQCD. <br />Pre -PDR <br />Task 3.1 Evaluate Data Applicability <br />The final design of any susceptibility protocols, vulnerability logic, and default factors for potential sources of <br />contamination ( "PSOC's ") is dependent on the data that will be available for the SWAP evaluations. A detailed <br />inventory of the datasets to determine the applicability of particular attributes of PSOC's and sources will be <br />completed in this task. The Contractor will evaluate which available data fields can be matched to the previously <br />developed data wish list. <br />Task 3.2 — Recommend Improvements to Existing Protocols <br />In a similar effort to that conducted in Task 3.1, this detailed inventory, considering any data that may become <br />available later in the project, will be compared to the data requirements of the WQCD's existing susceptibility <br />protocols. The results of the evaluation will be documented and presented to the WQCD in a memo that addresses <br />the data gaps. <br />Then, based on the data applicability analysis from Task 3.1 and the information received from the WQCD during <br />Tasks 1 and 2, the Contractor will prepare a set of options for recommended modifications to the existing protocols. <br />The document will include text, matrices (including preliminary revisions to the SA Protocol Factors Tree), and <br />flow diagrams to show, for various options, how the setting sensitivity could be determined, what variables should <br />be developed for use in the Toolset, what factors may specifically be considered in determining a PSOC's likelihood <br />of release, contaminant hazard, weighting criteria, volume, etc. The document will include data flow logic to <br />demonstrate how assigned default values will be used when actual raw data are not available. The assigned default <br />values will be developed under Task 5. Due to budgetary constraints and data in numerous formats (e.g., <br />contaminant hazard data in inconsistent formats between databases), only limited raw data from the PSOC databases <br />will be used for the analysis (e.g., compliance status, if known). The, cornerstone for assigned default values will be <br />based on business type as determined from SIC codes. Data that WQCD cannot provide in electronic formats will <br />not be considered. <br />The recommended protocol revisions memo will be provided to the WQCD for review. The Contractor will meet <br />with the WQCD to determine how the Contractor's recommended refinements to the existing protocols will be <br />pursued. For example, the WQCD may wish to give more weight to the most significant susceptibility analysis <br />factors (e.g., a PWS's historical Maximum Contaminant Level ( "MCU) violations, PSOC location, well <br />depth/hydrologic setting sensitivity, etc.) and less weight to some of the other less significant factors (e.g., system <br />integrity). Other options might include expanding the number of possible outcomes in the susceptibility matrices to <br />account for a wider range of possibilities and including the potential volume of contaminants used by each PSOC <br />type. Additional evaluation criteria for non -point sources may be another consideration. Following this meeting the <br />Contractor will update the recommended protocol revisions memo. The WQCD must respond to the Contractor's <br />recommendations prior to proceeding with Task 3.3. <br />Task 3.3 Refine Protocols <br />Based on the WQCD's decisions in Task 3.2, the Contractor will further develop criteria for the susceptibility <br />analysis factors. Meetings will be held with the WQCD to review details during refinement of the protocols. The <br />Contractor will recommend specifically which variables on the wish list will be further developed for use in the SA • <br />protocols.
