Platte River Draft Programmatic Environmental Impact Statement <br />The programmatic analysis assesses the impacts of the action alternatives on the: <br />Basin River System and Reservoirs <br />Riverflows in the Habitat Area <br />Land Habitat Leased, Purchased, or Otherwise Protected <br />Target Species and Their Habitat, and Other Listed Species <br />River and Lake Fisheries <br />Hydropower <br />Recreation <br />Agricultural Economies, Regional Income, Business Taxes, and Employment <br />Social Issues <br />Cultural Resources, Indian trust assets, and sacred sites <br />The analysis focuses on the changes in the environment that likely will result from implementation of the <br />First Increment of the Program. Any proposed subsequent increment of a Program will be subject to <br />further NEPA and ESA analysis at that time. <br />This DEIS does not address the site - specific construction impacts of individual land and water elements. <br />If an alternative is implemented, specific land and water actions will be required which may have local <br />environmental and other effects. These impacts will be addressed in subsequent NEPA documents once <br />decisions are made to proceed with specific elements of a Program. For example, the Governance <br />Committee Alternative calls for restoring the original capacity of Pathfinder Reservoir by raising the <br />existing spillway. This programmatic DEIS focuses on the effect of that action on the river and reservoir <br />system, regional water deliveries, and riverflows at the habitat area. If a Program alternative is adopted <br />and a decision made to pursue the Pathfinder Reservoir enlargement, the site - specific construction <br />impacts of this action will be assessed and reported in a subsequent, site - specific NEPA document and <br />biological opinion, if needed, prior to construction. <br />All site - specific NEPA analyses required for implementation of the Program alternative will "tier "" off of <br />this programmatic document. That is, for the purpose of meeting NEPA requirements, this document will <br />serve to describe and assess the broad, systemwide, and habitat impacts of the alternatives and will be <br />referenced in NEPA documents prepared to assess the local and site - specific impacts of implementing or <br />constructing individual elements of the selected alternative. <br />"This process is described in the Council on Environmental Quality Regulations for Implementation of the National <br />Environmental Policy Act, section 1508.28, "Tiering." <br />December 2003 <br />
