• <br />party hydrologic impacts are related primarily to changes affecting the <br />timing and quantity of Platte River flows, which may affect existing <br />downstream users or future water users. Third party economic impacts <br />are related primarily to agricultural alternatives and focus on changes <br />in the scale or nature of operations, changes in expenditure patterns, <br />and changes in related industries. <br />Following the completion of this Study, an Action Plan will be <br />prepared under the auspices of the Governance Committee of the <br />Platte River Cooperative Agreement and through an Action Plan <br />Committee. There are alternatives that, when combined, could yield <br />60,000 to 80,000 ac -ft of average annual reductions to target flow <br />shortages. However, there are physical, legal /institutional, economic, <br />social, and environmental issues that could constrain implementation <br />and must be considered when preparing the Action Plan. <br />• <br />1 -6 <br />
