b. Item 5 and 6. Revise the descriptors as follows: Delete the word "future ". <br />The word implies that the depletion plans only address "new water related activities ". <br />The plans also address "existing water related activities ". <br />6. Under Item 2 "Scoring "....." <br />a. "Comparative" is misspelled in the first sentence. <br />b. The last sentence. The FWS' 1994 contention that the peak flows are the <br />"highest priority flows" is dated and confuses the application of peak flows for program <br />purposes. The application of peak flows is better described by other assertions in the <br />document. For example, under item (4), it is stated: "Presumably, the project will be <br />approved only if its positive effects relative to meeting Program target flows (species + <br />annual pulse flows) outweigh any negative effects relative to maintaining peak flows." <br />This statement indicates that, for Program purposes, the target flows are more important <br />than peak flows. <br />7. Under Item (4), delete the reference to the "GC" in the title and delete <br />"Governance Committee" in the text. See comment S.A. <br />Under Item 5 "Evaluation....." <br />fe a. Delete the word "future" in the heading and text. See comment S.B. <br />b. In the second paragraph, the references to the "depletion plan subgroup" <br />and "milestones" should be deleted . The important point to make is that the flow chart <br />and explanatory test were approved by the Governance Committee. <br />C. In the third paragraph, revise the second sentence to read: "Otherwise, the <br />Service anticipates depletion plan subg oup anfieipated that ........." <br />9. Item 6 "Replacement......" <br />Delete the word "future" in the heading and text. See comment S.B. <br />10. Last paragraph of the document <br />Delete the first sentence. It detracts from the Program first increment objectives <br />and the last sentence of the paragraph which states: "Future evaluations of the Program <br />will require a balanced assessment of the positive effects on species and annual pulse <br />flows versus the negative effects on peak flows." <br />11.
