Smith <br />168 said that is a challenge that the ED Office and technical representatives of the Program continue <br />169 to assess. Smith noted one example of how to address context is to collect tern and plover data <br />170 and analyze it by plugging that data into a population model that can reflect how the Platte River <br />This document is a draft based on one person's notes of the meeting.
