PRRIP - ED OFFICE FINAL <br />01/09/2008 <br />Protocol Implementation Approach <br />• Proposal clearly states an understanding that the developed protocol will be used to define <br />the final scope and budget for the stage change study and that the Governance Committee <br />must give final approval for contractor to proceed with protocol implementation. <br />• Proposal provides enough detail on the developed protocol to convey an understanding of the <br />stage change study. <br />Schedule <br />Adheres to Governance Committee's critical dates or offers alternative schedule and describes <br />logic and reasons for the alternative. <br />Deliverables <br />• Proposal utilizes information from Program Document, Adaptive Management Plan, Final <br />Environmental Impact Study, Final Biological Opinion, relevant studies and /or reports by the <br />Nebraska Game & Parks Commission, USGS, National Research Council, and others to <br />develop the draft protocol. <br />• Proposal identifies plan for draft protocol and acknowledges that draft will be reviewed and <br />revised before being finalized. <br />• Proposal outlines future deliverables including raw data, models, and other documents or <br />materials collected and /or developed as a part of the study. <br />COST PROPOSAL <br />Protocol Development <br />Proposal includes the scope, timeline, and budget for developing a detailed protocol for <br />estimating the effects of stage change on the identified physical parameters. There is sufficient <br />detail to identify all aspects of data collection, analysis, and reporting for the overall project. <br />Protocol Implementation <br />Proposal identifies costs and hours allocated for each task in the scope of work and the total cost <br />for the project. Hourly rates and reimbursable expenses for the proposing firm/individual and any <br />subcontractors must be attached to the detailed price proposal. <br />• <br />
