• DRAFT - October 15, 1999 <br />Demonstration projects are like any other project that takes Governance Committee (GC) action =�• <br />and potentially Finance Committee (FC) action and should be handled the same way. <br />1, Demonstration projects should be described in writing and forwarded to the FC and /or the <br />GC through the appropriate committee. For example, an entity proposing a water related <br />project should propose the project to the Water Management Committee. The proposal <br />should be brief but described sufficiently for the WMC to understand the cost, benefits, <br />technical feasibility, probable lead federal agency for NEPA, potential permitting issues, <br />and funding source (e.g. CA share of costs). <br />2. The committee will request the assistance of the ED in confirming the detalls <br />proposal, in particular, permitting requirements and level of assistance necessary if the <br />project is approved. The ED will work with the committee to-provide an estimate of <br />permitting costs and identify additional technical support that may be necessary from the <br />GC. <br />3. Based on this preliminary review the committee will support the proposal, reject it, or refer <br />it to a more appropriate committee the proposal. A rejected proposal may be forwarded <br />directly to the GC but will lack committee support. A proposal supported by the <br />committee will be forwarded to the FC, along with supporting information from the ED, <br />with a recommendation for further consideration. <br />4. The Finance Committee will review and support or reject the proposal. The FC may also <br />ask the committee and /or the ED for additional supporting information. A supported <br />. <br />proposal the FC will pd further <br />consideration. o rejected proposal may be forwarded directly to the GC but will lack <br />committee support. <br />5 T <br />proposal. If necessary a GC accepted proposal would be returned to the originating committee or <br />applicant with a request for a complete proposal including detail. The detail would <br />include an estimate of total cost, cost to the CA, total benefits, benefits to the GC, detail <br />on technical feasibility,. description of construction requirements, a proposed construction <br />schedule and an identification of the need for construction;supervision, actual permitting <br />requirements including costs and work assignments, and funding sources including draft <br />agreements if parties outside the CA are involved in funding. The ED will provide support <br />to the committee in developing the necessary information. <br />7. Completed final proposals will follow steps 1 through 5. The GC will make the final <br />decision regarding whether to proceed with a demonstration project. Funding will be <br />made available pursuant to the agreement with the Nebraska Community Foundation and <br />projects will be coordinated by the ED with support from the proposing committee. <br />• <br />
