SUMMARY AND CONCLUSIONS <br />Nebraska's contention that the single line shown in Figure 2 is <br />representative of flow trends for the period of record is invalid.. <br />Significant increases in slope are evident in 1956 and 1969. The period <br />between 1969 and 1982 shows both extremes of flow that cannot be rationally <br />excluded from any valid flow trend analysis. Extreme high flows occurring <br />in 1983 and later cannot effect the mass diagram prior to 1983. Nebraska <br />cannot rely on Hurr et. al. to prove their point as this study only extends <br />through 1970. <br />A complete cumulative mass analysis positively demonstrates that South <br />Platte River flows entering Nebraska have increased since 1956. Therefore, <br />importation of water to the South Platte basin has more than balanced the <br />additional consumption caused by a doubling of the basin's population <br />between 1956 and 1982. <br />— 14 — <br />
