Enclosed please find a proposed decree in the above -
captioned case, which Andy Walch, on behalf of the United States,
and myself, on behalf of the Northern District, propose to
execute and present for entry.
Several drafts have been exchanged prior to this time
in an effort to reach a settlement which implements the Poudre
Wild and Scenic River Designation Act.
We have scheduled a meeting for Thursday, November 14,
1991, at 3:00 p.m. in the offices of Davis, Graham & Stubbs, to
answer questions regarding this proposed decree and, hopefully,
have a stipulation executed by each of you agreeing to its entry.
