IPRRIP - ED OFFICE MEMORANDUM <br />o Detailed Sediment Yield Analysis — Similar methods to preliminary but with <br />more resolution (crop rotations, tillage practices etc.) and specific to sub - basins. <br />o Updated Reservoir Routing — Utilizes new hydrology, stage- storage and <br />' sediment yield. <br />o Detailed Water Quality Investigation — More detailed sediment and nutrient <br />delivery modeling and analysis of water quality improvements (sediment basins, <br />' WQ wetlands, etc) <br />o Intermediate Geotechnical Investigation — Six to eight borings along dam <br />centerline, auxiliary spillway (if earth), and in borrow areas. Laboratory analysis <br />' of soil properties and dam failure analysis. <br />o Intermediate Dam Structure Design — Update preliminary design based on new <br />geotechnical and routing information. Enough detail to move from a 30% or 40% <br />cost contingency to a 20% cost contingency. <br />o Detailed Environmental & Cultural Resources Investigation — Formal <br />coordination with FWS and USAGE. Full wetland delineation and T &E Species <br />' survey. Full on -site cultural resources study. If there are channel or wetland <br />impacts, early coordination with the USACE will be vital to successful <br />' permitting. <br />o Socioeconomic and Legal Evaluation — Identification of beneficial and adverse <br />impacts to local residents and economy. Identification and preliminary <br />consultation for necessary permits and authorizations. <br />' o Project Economic Analysis — Evaluation of continued economic feasibility based <br />on updated structure, land rights, and ancillary costs. <br />' o Landowner Coordination — Ongoing throughout feasibility. <br />• PHASE III — FINAL DESIGN AND PERMITTING (12 -36 Months & $400,000 - <br />$1,000,000) <br />o Final Geotechnical Analysis — Typically several more borings and a more <br />detailed stability and failure analysis <br />' o Final Dam Structure Design — Increases in complexity and time requirement if <br />structural spillways (weir, morning glory, gates) are part of the design <br />o Final Ancillary Design — Water quality and fisheries features, transportation <br />' improvements etc. <br />o Preparation of Construction Plans and Specifications <br />o Permitting — This is where the time hang -up has been occurring. USACE 404 <br />' permitting has been taking between 12 and 24 months for small on -line structures <br />with channel or wetland impacts. <br />• PHASE IV —LAND ACQUISITION (18+ Months & Cost is Area Dependant) <br />o Historically, this has been started in conjunction with final design. However, on <br />the last reservoir project I worked on, the USACE was very critical of the fact that <br />' the owner began purchasing land before the 404 Permit was authorized. <br />J <br />
