Hall, Pitts & Associates <br />\ CONSULTING ENGINEERS <br />June 3, 1994 <br />MEMO TO: Platte River Project Participants <br />FROM: Tom Pitts <br />SUBJECT: USFWS Workshop on Pulse Flows and Peak Flows for the <br />Platte River in Central Nebraska, May 17 and 18, <br />1994 in Fort Collins, Colorado <br />INTRODUCTION , <br />Pursuant to your request, Steve Dougherty and I attended the <br />USFWS workshop on pulse flows and peak flows in Fort Collins <br />on May 17 and 18, 1994. The purpose of this meeting was for <br />to USFWS to solicit information, data, and opinions from various <br />"experts" for use in establishing pulse and peak flow <br />recommendations for June and February /March for the Platte <br />River. Following the experts input on May 17 and 18, USFWS <br />and National Biological Survey (NBS) personnel met on May 19 <br />and 20 to develop the flow recommendations. Neither the <br />experts nor observers were invited to attend the latter two <br />day meeting. <br />The flow recommendations are scheduled to be reviewed by Ralph <br />Morgenweck, Regional Director, USFWS Denver, on June 27, 1994. <br />Assuming the Regional Director's approval, the flow <br />recommendations will be made available to the public in July. <br />These recommendations would augment the flow recommendations <br />released in March, 1994, along with a report documenting the <br />May 18 and 19 meeting. (USFWS intends to release a report <br />documenting the basis for the flow recommendations released in <br />March, 1994 in the near future.) <br />FORMAT FOR THE MEETING <br />Three separate groups were invited to attend the meeting: <br />experts, USFWS /NBS panel, and observers. Steve and I attended <br />as observers. (Members of these groups are identified in the <br />attached report.) Experts made presentations, which were <br />followed by a question and answer session.
