Town of Ridgway — Lake Otonowanda Renovation Project <br />CWCB Loan Application <br />Attachment 3 — Project Description <br />This project will increase the Town's municipal water storage capacity and delivery for pre -1922 <br />rights by renovating the Town's existing reservoir, Lake Otonowanda, and developing a <br />functional outlet for it. Water in the Lake will provide water supply for the town when the <br />Town's water flow rights are out of priority. <br />In 2002, all of the Town's water rights were out of priority, putting the town on notice of an <br />acute water storage and delivery challenge. Over the past decade the Town has worked to <br />secure and improve the efficiency and function of the Town's municipal water supply, <br />treatment, and distribution systems. Examples of these initiatives include: development and <br />implementation of a non potable water supply system, ongoing water audits completion of a <br />source water protection plan, construction of a $1.5 million water treatment plant upgrade, a <br />$450,000 water service line replacement project, user fee increases, Council resolution <br />supporting and implementing water conservation measures, and completion of a water supply <br />feasibility study. The Town is now in a position to realize the culmination of these efforts, which <br />is the renovation of the Ridgway municipal reservoir, Lake Otonowanda, a raw water storage <br />facility referred to here as the "Renovation Project ". The Renovation Project will improve Lake <br />Otonowanda, the Town's raw water storage facility, renovating the outlet works and increasing <br />the storage capacity of the Lake to provide sufficient storage to meet the Town's water needs <br />when the Town's water rights are out of priority. The Lake will be filled when the Town's water <br />rights are in priority. The renovation will utilize more of the Lake's allocated and adjudicated <br />capacity. Additional capacity in the reservoir will not only provide water to all current Town <br />water users but also assist the Town in being able to accommodate future growth and <br />development as agreed to in the 2002 Intergovernmental Agreement with Ouray County for the <br />"efficient provision of public services ". By coordinating with Ouray County to direct and <br />accommodate growth within the municipal boundary, as opposed to encouraging development <br />in unincorporated areas, we are better suited to manage, conserve, and monitor water usage <br />and supply for the region. <br />
