Water is delivered down Four Mile Creek to Pisgah shareholders in Canon City. Water is delivered <br />down Four Mile Creek and the Arkansas River to Pisgah shareholders in Otero County. Current <br />water usage is about 1000 A.F. per year, depending on the snow pack and rainfall. <br />The Service Area reaches from Manzanola to La Junta, in Otero County, Colorado. Water from the <br />reservoir travels through Teller, Fremont, Pueblo and Crowley Counties on its way to its <br />destinations in Otero County. <br />La Junta is the Otero County seat. Otero County had a population of approximately 19,000 in 2009, <br />a population that has been slowly declining over the last decade. The unemployment rate in Otero <br />County is slightly less than the state's average, with agricultural employment running as the fourth <br />highest sector of employment, after government, health services, and retail trade. In 2007, Otero <br />County had 624,123 acres of agricultural land. (source: Otero County Demographic Profile at <br />www.colorado.gov) <br />Previous Studies <br />August 2011 Mt. Pisgah Dam and Reservoir Outlet Inspection <br />This inspection followed the June 2011 SEO Inspection. The reservoir was drained <br />so that a detailed examination of the intake structure, concrete intake tunnel, pipes, <br />control valves, and discharge tunnel could be made. <br />Project Sponsor <br />The Pisgah Reservoir and Ditch Company is a mutual ditch company and a non -profit corporation. <br />It was incorporated in 1923. (see Appendix A for Articles of Incorporation and Bylaws) <br />The company has 573 shareholders. There are a total of 25,000 shares and approximately 20,000 <br />acres irrigated. The 100 -year diversion average is approximately 86,000 acre feet per year. <br />Shareholders are also associated either with the Catlin Canal Company or the Canon Heights <br />Irrigation and Reservoir Company. Shareholders include agricultural users, Park Center Water <br />Company and the Division of Wildlife. <br />Shareholders were assessed $3.00 per share in 2012 as a revenue source for the Company. Rates <br />were doubled between 2011 and 2012 in order to assist in funding this project. The reservoir has <br />been leased for recreational purposes from time to time as an additional source of revenue. <br />Wrights Reservoir and the Mt Pisgah dam are the only water supply facilities owned and operated <br />by the Company. <br />Water Rights <br />Wrights Reservoir was originally constructed around 1911. The property changed hands in 1918, <br />and storage of water in the reservoir was made without benefit of a Decree from the time of original <br />construction until the decree was awarded to Pisgah Reservoir and Ditch Company. <br />On January 13, 1928, the District Court in Fremont County awarded a Decree to Pisgah Reservoir <br />and Ditch Company for storage of 2,743 a.f. per year with a priority date of October 1907. The <br />decree is for irrigation use. <br />
