<br />information meetings in July 2003 to describe the proposed project. Following publication of the Notice of
<br />Intent and during and after three public scoping meetings in September and October 2003, Reclamation
<br />received input from the public, interested organizations, and agencies. An agency scoping meeting also was
<br />held in September 2003 to gather input from federal, state, and local government agencies. Periodic
<br />communication and meetings were held with various agencies and entities over the course of preparation of
<br />the DEIS.
<br />ALTERNATIVES
<br />Following extensive screening of more than 170 different alternatives using National Environmental Policy
<br />Act (NEPA) criteria and Clean Water Act Section 404(b)(1) guidelines, in cooperation with the Corps, five
<br />alternatives were included for evaluation in the DEIS. The No Action alternative and four action alternatives
<br />are described below.
<br />• Alternative 1 (No Action): Continuation of operations under existing agreements between
<br />Reclamation and the Subdistrict for conveyance of Windy Gap water through C -BT facilities and the
<br />enlargement of Ralph Price Reservoir by the City of Longmont.
