June 30, 2008 <br />• Factor 5: Identification of (1) the most significant issues potentially affecting the ORVs, (2) <br />appropriate parties to address these issues, and (3) specific actions for addressing these <br />issues. <br />Other factors of concern to be considered in the Management Plan Alternative submittal are: <br />• Any known water storage or water diversion proposals that might impair the free - flowing <br />characteristic of the segments. <br />• Any known conflicts between managing for the various ORVs (e.g., conflicts between <br />increased floatboating use and fishing) and potential mechanisms for addressing those <br />conflicts over the long -term. <br />• Coordination with local governments to address development issues within the corridor since <br />many of the ORVs (especially scenic, historic, and recreation) depend upon the rural and <br />undeveloped character of the stream corridor. <br />• The types, amounts, and timing of the various recreational uses within the segments. The <br />plan should also identify a process for determining user capacities for the river corridor, and <br />whether any actions are required to sustain the types of recreational experiences that are now <br />available within the corridor. <br />• The current status of fisheries in the stream corridor and whether any actions are warranted to <br />address habitat or disease issues. <br />While none of these factors are absolutes, they reflect the types of protection that could be <br />afforded under Wild and Scenic designation, and therefore, are appropriate for consideration in a <br />Management Plan Alternative. If agreement is reached among the Stakeholder Group, the <br />Management Plan Alternative may consider enhancements that exceed Wild and Scenic <br />requirements. <br />The following sections describe the Stakeholder Group's approach to developing <br />recommendations for the Management Plan. The sections are organized as follows: <br />• Section 2: Existing Conditions describes data available on the current recreational <br />fishery and floatboating uses. This information describes the status quo and will be used <br />to identify management issues that will be addressed in the final plan. <br />• Section 3: Methodology for Identifying ORV Flow Targets describes the mechanism <br />the Stakeholder Group will use to scientifically quantify the rate and timing of flows <br />needed to support and protect the ORVs. These targets will help the Stakeholder Group <br />assess the effectiveness of different protection measures. <br />• Section 4: Management Plan Elements presents an initial list of potential ORV <br />protection measures. These will be further studied and evaluated to develop the <br />Stakeholder Group's recommended plan. <br />In Sections 2 and 3 the term "participant" includes the Stakeholder Group and the CDOW. <br />-9- <br />
