If federal permits for the Projects have yet to <br />issue within 30 days before BLM's final decision on its Revised Resource Management <br />Plan, the Stakeholder Group will advise BLM as to the status of the continued support for <br />the local Wild and Scenic management alternative. If the outcome of those negotiations <br />results in terms and conditions or other agreements related to the Projects that allow for <br />the continued Stakeholder Group support of the Plan, the Stakeholder Group will modify <br />the Plan to confirm that the Windy Gap Firming Project and the Moffat System <br />Improvement Project fall under [ "Para. B on Reopeners "]. <br />The inclusion of this language resolves some of the concerns. However, the current debate is <br />whether to include just the front range water providers table of usable days as the provisional <br />resource guides or whether to also include the boating community's preferred numbers of usable <br />days as goals for consideration as we implement cooperative measures. The front range water <br />providers are concerned that if we include a table, even one with disclaimers saying that the <br />number of usable days within the table is just aspirational, then others will use that table in <br />different regulatory processes to thwart proposed water projects. In response, the west slope <br />interests have proposed the following text to address this issue: <br />Provisional Recreational Floatboating Flow Guides - Segments 4, 5, and 6 <br />The Stakeholder Group will develop permanent flow guides protective of the <br />Recreational Floatboating ORV as soon as possible but in no event later than 3 years after <br />submittal of this Plan to BLM. In the interim, this Plan adopts the following numeric and <br />narrative criteria as Provisional Flow Guides. The numeric criteria describe the number <br />of boatable days ( "Usable Days ") within the recreational boating season of April 1 to <br />October 1, expressed as a range from minimum to median and maximum under each <br />boating experience category. For purposes of this Provisional Flow Guide for Segments <br />4, 5, and 6, flows between 700 cfs and 1300 cfs are presumed to provide a low water <br />experience ( "green "); flows between 1300 cfs and 4000 cfs are presumed to provide a <br />standard experience ( "blue "); and flows above 4000 cfs are presumed to provide a high <br />water experience ( "black "). Flows through Segments 4, 5, and 6 less than 700 cfs or <br />more than 7400 cfs are not considered to be Usable Days under these Provisional Flow <br />Guides. <br />Even in the absence of cooperative measures contemplated by the plan, the following <br />chart reflects the range of Usable Days within each boating experience category <br />expected to be achieved, depending on the type of water year.
