IMPLEMENTATION OUTLINE <br />October 1, 2009 Draft <br />I. INTRODUCTION <br />The Upper Colorado Wild and Scenic Stakeholder Group (Stakeholder Group) is <br />working together in good faith to develop a management plan in order to protect <br />the outstandingly remarkable values (ORVs) identified in the BLM's 2007 Eligibility <br />Report for Segments 4 through 7 of the Upper Colorado River. The Plan is being <br />proposed to the BLM as a potential Wild and Scenic Rivers management <br />alternative for the BLM Resource Management Plan revision process. The <br />Stakeholder Group's intention for this collaborative plan is to balance permanent <br />protection of the ORVs; certainty for the stakeholders; water project yield; and <br />flexibility for water users. A significant benefit of the Plan is that through the <br />cooperative and voluntary efforts of interested water users, local governments, and <br />other entities, the ORVs can be protected (and perhaps enhanced) in ways that <br />coordinate with federal agency management. <br />This document outlines the implementation framework that will govern <br />administration of the Plan. Section VII defines the key words used in this <br />document. <br />II. DESCRIPTION OF ORVs <br />a.
