October 1, 2009 <br />Dave Stout <br />Kremmling Field Office <br />2103 East Park Avenue <br />Kremmling, CO 80459 <br />Steve Bennett <br />Glenwood Springs Field Office <br />50629 Highways 6 & 24 <br />Glenwood Springs, CO 81601 <br />Subject: Upper Colorado River Implementation Outline for a Wild and Scenic <br />Management Plan Alternative <br />Dear Mr. Stout and Mr. Bennett: <br />Enclosed is the latest draft of an Implementation Outline for the Upper Colorado Wild <br />and Scenic Stakeholder Group (SG) Management Plan Alternative. We are submitting <br />this document so that the BLM and its NEPA contractor can analyze some of the key <br />points of the Plan. <br />The SG understands the time pressures for BLM to complete its RMP and the necessity <br />for the SG to provide a more detailed proposal on the SG W &S Alternative Management <br />Plan. However, we are not able to submit a more comprehensive Plan at this time <br />because important elements of the SG Plan are the subject of current negotiations within <br />the SG. <br />While we have made significant progress on refining and expanding the Plan, key <br />elements of this Implementation Outline have not changed significantly since it was <br />submitted in November of last year. In particular, we believe that the "Tier 1 Long -Term <br />Protection Measures" (See pg. 8, para. IV.b) and the "Tier 2 Cooperative Measures" (pg. <br />9, para. IV.c) will continue to form the "backbone" of the SG Plan. It is our hope that <br />BLM and its NEPA contractor can use the next eight weeks to analyze those protective <br />measures while the SG continues to work on a more comprehensive plan. <br />This Implementation Outline remains a work in progress and will be refined with time. <br />References in blue text indicate incomplete or unresolved items as of the date of this <br />submission. The key areas that the SG is addressing are itemized in red at the end of the <br />Outline. As it is anticipated that the provisional resource guides and ORV standards <br />referenced in this draft may be adjusted, it is important that the assumptions employed by <br />BLM for its analysis of this Management Plan Alternative in the Draft EIS afford <br />
