Existing Water Right Information <br />Staff has analyzed the water rights tabulation and contacted the Division Engineer Office (DEO) <br />to identify any potential water availability problems. There are sixteen decreed surface <br />diversions within this reach of stream: Cebolla Creek Ditch (4.0 cfs, 1958 appropriation), <br />Warrant Ditch (9.0 cfs, 1904 appropriation), O R Bowers No. 1 Ditch (5.0 cfs, 1902 <br />appropriation), Fish Creek Ditch (1.57 cfs, 1896 appropriation), Youmans No. 1 Ditch (4.0 cfs, <br />1923 appropriation), Cebolla Creek Ditch (1.57 cfs, 1896 appropriation), Youmans No. 3 Ditch <br />(8.0 cfs, 1930 appropriation), Youmans No. 4 Ditch (14.0 cfs, 1900/1904/1920/1947 <br />appropriation), Lower Meadow Channel (15.0 cfs, 1996 appropriation), W S Thompson Ditch <br />(3.5 cfs, 1935 appropriation), Ferris Ditch (3.0 cfs, 1936/1964 appropriation), East Ditch (4.0 cfs, <br />1890 appropriation), Hopfer Ditch (2.5 cfs, 1897 appropriation), West Ditch (6.0 cfs, 1891 <br />appropriation), Johnson West Side Ditch (2.50 cfs, 1897 appropriation), East Dempsey Ditch <br />(1.0 cfs, 1972 appropriation), and Cobb - Cebolla Creek Ditch (10.0 cfs, 1896 appropriation). <br />Staff has determined that water is available for appropriation on Cebolla Creek, between the <br />confluence with Spring Creek and the Powerhorn USGS gage, to preserve the natural <br />environment to a reasonable degree without limiting or foreclosing the exercise of valid existing <br />water rights. <br />CWCB Staffs Instream Flow Recommendation <br />Staff recommends the Board form its intent to appropriate on the following stream reach: <br />Segment: Confluence of Spring Creek to the Powderhorn USGS Gage <br />Upper Terminus: CONFLUENCE WITH SPRING CREEK <br />(Latitude 38° 05' 46.88 "N) (Longitude 107'02' 7.72 "W) <br />UTM North: 4218462.52 UTM East: 321515.50 <br />NE NE S 1 T44N R2W NMPM <br />350' West of the East Section Line; 1100' South of the North Section Line <br />Lower Terminus: POWDERHORN USGS GAGE (STATION ID 9121800) <br />(Latitude 380 13'38.98"N) (Longitude 107° 04' 24.21 "W) <br />UTM North: 4233088.82 UTM East: 318516.08 <br />SW NW S23 T46N R2W NMPM <br />250' East of the West Section Line; 2050' South of the North Section Line <br />Watershed: Upper Gunnison (HUC #: 14020002) <br />Counties: Hinsdale, Gunnison <br />Length: 10.8 miles <br />USGS Quad(s): Mineral Mountain, Rudolph Hill <br />Flow Recommendation: 26.0 cfs (April 1 — September 30) <br />22.0 cfs (October 1 — November 15) <br />13.5 cfs (November 16 — March 31) <br />-7- <br />
