Ralph Adkins
President - Pueblo
1998-2002
Southeastern Colorado Water Conservancy District
Helping to Meet Your Water Needs Since 1958
President's Letter
2000
Well, we've made it into a new millennium with all the Project facilities in place and operating
in good order, including Pueblo Dam with its new apron.
The repairs to Pueblo Dam came in a great deal below the estimate of $29,000,000.00, the total
was approximately $16,003,825.00.
The Storage Study Committee gave way to the Implementation Committee, which is to bring all
the work into focus and choose a final plan for recommendation to all of the participants and the
Southeastern District Board. At the end of 2000, applications for the enlargement of Pueblo and Sugar
Loaf Dams were filed in the Water Court to help move the plans along.
With the advent of a new administration in Washington, it is anticipated that the climate will be
more favorable to the west's farmers and ranchers.
During 2000, a total of 177,763 acre -feet of Project Water and Enterprise - Owned Project Water
was allocated to municipal and agricultural users within the District. Of this total, 18,006 acre -feet went
to municipal users and 159,756 acre -feet to agricultural users, including well owners. Return flows for
the year were 18,139 acre -feet and Winter Storage in Pueblo Reservoir was 23,200 acre -feet.
The legislature is in session and some water bills are being considered. It behooves all water
users, and others, to watch these bills and testify before committees when needed.
As mentioned at the end of my 1999 letter, plans were being made to relocate the District's office
building. This was accomplished during the year and we now have a 6,700 square foot state -of- the -art
building, that was almost paid for by the sale proceeds from the former property. The new building is
located in the airport industrial park, is closer to a major number of our customers, and should serve us
well for many years.
2
