Year - 2000 Highlights <br />Water and Storage Needs Assessment Enterprise <br />The year 2000 saw the work of the Water and Storage Needs Assessment Enterprise come to an <br />end, at least the end of the first and second phases of the Water and Storage Needs Assessment Project. <br />In September of 2000 the Storage Study Committee (SSC) of the Enterprise presented its final Preferred <br />Storage Options Plan Report (PSOP) to the Board of Directors of the Enterprise. The Board accepted the <br />Report and its recommendations and asked the SSC to establish an "implementation committee" so that <br />work could begin on making the PSOP a reality. The Implementation Committee began meeting and <br />working on (and negotiating) the many operational details of the PSOP. <br />The Preferred Storage Options Plan, as accepted by the Enterprise Board, included the following <br />elements designed to help provide additional storage for water providers in the Arkansas River basin. <br />Phase I <br />Fry -Ark Project Re- operations- maximize the use of <br />existing Fryingpan- Arkansas Project storage capacity <br />through "re- operations contracts " - provides up to <br />50,000 acre -feet and meets storage needs through 2010 <br />Phase II <br />Enlargement of Existing Fry -Ark Project Facilities <br />First Stage - Pueblo Reservoir Enlargement - provides <br />up to 75,000 acre -feet and meets storage needs <br />through 2025 - -- must be online by 2013 <br />Second Stage - Turquoise Reservoir Enlargement - <br />provides up to 19,000 acre -feet and meets storage <br />needs through 2040 -must be online by 2025 <br />The PSOP also includes: 1) "Winter Water Spill Credit Program" designed to make up for the <br />impacts each time Winter Water spills from the existing conservation pool; 2) Enterprise Water <br />Management Storage, which will be used to store Winter Water and meet the temporary storage needs <br />of smaller water users within the District and provide space for a water banking program; 3) flow <br />management program below Pueblo Dam; and 4) long -term water quality monitoring program. <br />The purpose of the Water and Storage Needs Assessment Enterprise was to devise a plan of action <br />for the development of additional storage in the Arkansas River basin. With the completion of the PSOP, <br />the work of the Enterprise is complete. At the end of 2000 the Water and Storage Needs Assessment <br />Enterprise was dissolved. The responsibilities for the implementation of the PSOP were shifted to the <br />Water Activity Enterprise beginning January 1, 2001. <br />_P%1; <br />
