Vein, of sec; cy lifted on proposed ditch water sale <br />The Pueblo Chieftain Online <br />Select file then print to print this article. <br />Publish Date Friday August 17, 2001 <br />Steve Arveschoug <br />Veil of secrecy lifted on proposed ditch water sale <br />By MARY JEAN PORTER <br />The Pueblo Chieftain <br />http://www.chieftain.com/print.php3?story=l <br />The Southeastern Colorado Water Conservancy District board of directors on Thursday voted <br />unanimously to withdraw from the confidentiality agreement in the proposed Rocky Ford Ditch transfer <br />case. <br />In recommending that the board withdraw, district manager Steve Arveschoug said the agreement had <br />created confusion and cast a cloud over negotiations between Aurora and objectors to the proposed sale <br />of Rocky Ford Ditch water. <br />"Even with the confidentiality agreement in place, the board could not make decisions in private," <br />Arveschoug said. "Even after the agreement is dissolved (though), if this board chooses to go into <br />executive session, it still can do so under Colorado law." <br />Arveschoug said the confidentiality agreement has served its purpose. <br />"We have really gone as far as we can with this. Now we need to open up and give the board the benefit <br />of what constituents think." <br />Joe Kelly, representing the City of La Junta, said it would follow the district's lead. <br />"Our intent as a city is to withdraw from the confidentiality agreement," Kelly said. <br />Doug Kemper, utilities manager for Aurora, said after the meeting that the agreement, for all practical <br />1 of 2 8/21/01 1:31 PM <br />
