Arveschoug: A,rora should be excluded from reservoir project
,f
http://www.chieftain.com/print.php3?story--2
this and maybe last year, we argue they are paying below market rates. In relation to other types of
contracts they have, specifically with the Pueblo Board of Water Works, they are paying less to the
proj ect."
Aurora pays the out -of- district rate to store water in the project, and the Bureau of Reclamation has
upped that rate the past two years, Arveschoug noted. Aurora pays $11 an acre -foot for exchange
contracts and $23 an acre -foot for storage contracts. These payments go to the Bureau of Reclamation,
and the conservancy district gets $2 an acre -foot surcharge to pay for the Safety of Dams program. In the
future, under the terms being discussed, that surcharge would be increased to $10 an acre -foot, to be
used for Safety of Dams and operation and maintenance.
An in- district entity pays $14 an acre -foot for storage in the project.
Alan Hamel, executive director of the Board of Water Works, said it has a lease contract and an
exchange contract with Aurora. The exchange contract is for a quantity not to exceed 10,000 acre -feet,
and Aurora pays $52.50 an acre -foot for the first 4,000 acre -feet, and approximately $63 an acre -foot for
anything between 4,000 and 10,000 acre -feet. According to the contract, Aurora must pay for the first
4,000 acre -feet - approximately $210,000 a year - whether or not it exercises its right to the exchange.
He explained the exchange this way: "We get wet water for wet water. We move water from their space
into ours, and we give them an equal amount upstream in Clear Creek, Twin Lakes or Turquoise, mainly
Twin Lakes or Turquoise. We take Rocky Ford water and give them transmountain water at one of three
places, and for that we charge them a fee."
The public may comment on the latest proposal in letters sent to the conservancy district, 31717 United
Ave., Pueblo 81001, or in a -mails sent to contactgsecwcd.com.
©1996 -2000 The pueblo Chieftain Online
2 of 2 9/17/014:58 PM
