Suthard, Jr., will assume command of the U.S. Army Corps of Engineers' Tulsa <br />District at a Change of Command ceremony to be held July 18, 2001, in Tulsa. Suthard takes over <br />for departing Commander and District Engineer CoL Leonardo V. Flor. <br />b Incoming Col. Benjamin H. Butler will assume command of the Corps of Engineers' Little Rock <br />District from outgoing Commander and District Engineer Col. Thomas A. Holden, Jr., on July 20, <br />2001, in North Little Rock, Ark. <br />OP President George W. Bush has announced that he intends to nominate Michael Parker for the job <br />of assistant secretary of the Army (civil works). A former Republican congressman from <br />Mississippi, Parker served in the House from 1989 to 1999, holding positions on the Budget, <br />Appropriations, Transportation, Education and Workforce and Veteran's Affairs committees. <br />In his new post, Parker would be responsible for the overall supervision of the Army civil works <br />program, includingwater resources development, environmental programs andpolicies, andthe U.S. <br />Army Corps of Engineers. <br />OX Thomas E. White has been confirmed by the Senate as the new secretary of the Army. The <br />secretary of the Army is the United States Army's senior civilian, responsible for all matters relating <br />to Army manpower, personnel, installations, reserve affairs, environmental issues, weapons systems <br />and equipment acquisition, communications and financial management. <br />Previously, White was vice chairman of Enron Energy Services, the Enron Corporation subsidiary <br />responsible for providing energy outsource solutions to commercial and industrial customers <br />throughout the United States. White is a 1967 graduate of the U. S.
