district is asking the national head of the Bureau of Reclamation to approve <br />"reoperation" contracts allowing cities within the Fry -Ark Project to store non - project <br />water in project facilities; and to deny storage contracts for Aurora, which isn't part of <br />the Fry -Ark. <br />6. Board members Bill Long and Wally Stealey asked Person what the district may expect <br />from the the bureau in response to those questions. "What we are expecting in April is <br />the opinion from the solicitor general - that's our legal guidance to the bureau," Person <br />said. <br />7. Miller also alerted the board to House Bill 1001, a bill by Rep. Diane Hoppe of <br />Sterling that would expand on the emergency supply provisions of last year's legislation. <br />"This bill is considerably broader and raises a lot of concerns," he said. "It doesn't <br />specify who can declare a drought and it doesn't contain a whole lot of protections.
