What's so nefar'_ here is that a recent intergovernmental <br />agreement signed by Springs Utilities, Southeastern and Pueblo, among others, <br />re uires active su ort of legislation by all signatories. <br />Which is to say Colorado Springs (remember those developers) and <br />Southeastern through the machinations of Mr. Broderick are welshing on the <br />intergovernmental agreement.
