Page 2 of 2 <br />Before Tuesday night's vote, Warren went through the memorandum, which includes the following: <br />* Board members had asked that more surface diversion wells be used instead of bank storage wells. <br />Bank storage is water removed from beneath the riverbanks during high flow and placed into bank <br />storage wells. Surface -water diversion wells take water directly from the river channel for storage. <br />Warren said the city plans to use more surface -water swells because of changing technology and <br />new developments in surface -water treatment. <br />* Wichita agreed to design bank storage diversion wells screened in the upper as well as lower sand <br />zones of the aquifer. If the upper sand zone adversely affects water quality, the city could seal the <br />well. <br />* Water injected into the aquifer through aquifer storage and recovery wells will meet federal and <br />state drinking -water standards and will not degrade the ambient use of water in the basin storage <br />area. <br />Also, Wichita said it would provide GMD 2 a grant of up to $20,000 a year for a period not to <br />exceed four years for financial assistance covering extraordinary expenses caused by the project. <br />Both groups also agreed to review the project at the end of a four -year, special- condition period to <br />see if the project needs modification, including a look at whether the Burrton plume is being <br />contained. <br />Division of Water Resources Chief Engineer David Pope will decide issues not resolved. <br />GMD 3 Manager Mike Dealy will forward to Pope the recommendation on phase one, which must <br />be in by Friday. <br />The memorandum still needs the approval of the city of Wichita, Warren said. <br />He told board members to remember that the project is new, and he and other state officials still are <br />learning. <br />"This is still a work in progress," Warren said. "I'm not going to tell you this thing is perfect.
