<br />As we prepare this issue in January, each day brings news of more storms and flooding
<br />in the West. By the time you read this in March, we should have a better idea of how
<br />our water supplies have fared this winter. Regardless, one good winter is not enough to
<br />fill the reservoirs on the Colorado River, which last fall dropped to their lowest levels
<br />since they were filled. In this issue we look at both the physical and political impacts
<br />of drought on the Colorado River and how Upper Basin and Lower Basin states are
<br />working together to address long -term management of the river.
<br />We introduce several new items in this issue. Four pages have been added to
<br />accommodate more content and new advertisements. Our new "Point- Counterpoint"
<br />department (p. 14) presents two different viewpoints on a controversial topic. This
<br />time, we consider the removal of the O'Shaughnessy Dam in Hetch Hetchy Valley,
<br />California. We also offer some fun for your lunch hour. a crossword puzzle (p. 33),
<br />courtesy of our editor, Mary Black, who developed it around the feature topic.
<br />We extend a special thanks to our new and continuing advertisers, who made it
<br />possible to add the extra pages and features, and most importantly, to enable us to
<br />continue free distribution of Southwest Hydrology. We encourage all of our readers to
